We are now seeking a highly qualified, dynamic and experienced person to fulfil the role of Senior Advisor: HIV and Health Services within the Alliance Best Practice Team located at the Alliance secretariat in Brighton.

Senior Advisers are tasked with promoting and influencing good practice in HIV programming both within the Alliance and to external organisations; developing practical programming and policy resources; providing technical input to programme development, strategy and proposal writing; and developing good practice programming standards in their area of expertise.

This key Alliance post acts as a coordination point for expertise across the organisation, and will be key in galvanising communities of practice across the Alliance to support high quality programming. Working with the External Relations Department, you will also work closely with Policy and Communications teams to define and raise the Alliance’s external profile.

The successful post-holder will join a team of Senior Advisors in the HIV Best Practice Unit based at the Alliance’s secretariat in Brighton, UK.

Person Specification

Qualifications / Education / Knowledge

Recognised medical qualification
Relevant post-graduate qualification in public health/Other relevant qualifications/Training in HIV, ART, STI, TB or Health Systems
Knowledge of HIV / AIDS in developing countries and in concentrated epidemics in low to middle income countries/Training in Tropical Medicine/Evidence of relevant continuing professional development in the area of HIV, STI and TB
Knowledge and understanding of international funding mechanisms, including Global Fund, World Bank, USG / PEPFAR, European Commission
Knowledge and understanding of NGO support at country level in developing countries
Knowledge of HIV / AIDS Best Practice provision and the mechanisms for ongoing M&E

Experience required

Extensive experience in HIV/AIDS, both in the field and in northern NGOs in Europe and/or the US.
Expertise and experience in a clinical and programmatic area of HIV treatment and care.
Track record of publications / articles / abstracts in HIV treatment, care and health service provision.
Excellent writing skills for a range of audiences including developing, conceptualising, and writing proposals / budgets
Experience of capacity building for integrated HIV / TB programming at community level in developing countries
Experience of presenting at conferences / high level meetings
Experience of coaching, mentoring and managing staff and applying performance management system Experience of provision of technical and policy support to civil society in developing countries.
Experience of developing and writing proposals to USAID.
Proven research experience.
Project management experience.
Abilities and skills required

Ability to communicate and advocate with donors and other stakeholders
Fluency in languages other than English would be an advantage.

Job description: Senior Advisor: Health Systems and Services

Alliance Mission: The mission of the International HIV/AIDS Alliance is to support communities to reduce the spread of HIV and to meet the challenges of AIDS. We are working to prevent HIV infection; improve access to HIV treatment, care and support; and lessen the impact of HIV and AIDS worldwide, particularly among the most vulnerable and marginalised.

To promote and influence best practice in HIV treatment programming both within the Alliance and to external organisations; to develop practical programming and policy resources; to track developments in practice in HIV treatment and health service provision and contribute to that knowledge through publications; to provide technical input to programme development and proposal writing; to develop programming standards and support their application to Alliance-provided technical support though technical support hubs.

Job Reports to: Associate Director: HIV Best Practice

Main function: The Senior Advisor: Health Systems and Services will provide expertise on HIV and health services by acting as the global focal point for the International HIV / AIDS Alliance on:

HIV treatment care and support
adult and paediatric ART
HIV/TB co-infection and integration
treatment of opportunistic infections
treatment of STIs
home-based and palliative care
with a specific focus on community involvement in the delivery HIV and TB treatment and care and the interface with health systems.

Location: Hove Office (or other local office as appropriate).

Travel: Regular international travel

Responsibilities: Synthesising lessons and developing practical and policy resources for use by targeted audiences

Co-ordinates the analysis and synthesis of key technical lessons learnt and good practice recommendations based on operational research and programmatic documentation
Co-ordinates the re-packaging of key technical developments and good practice recommendations by developing specific Alliance resources such as practical toolkits and programming standards. This process includes developing training tools, field-testing training tools, writing, editing and reviewing technical reports, programme briefs and other materials.
Research and documentation

Collaborates in research initiatives within the Alliance programmes and external organisations to build evidence-base for multi-sectoral and community-based HIV/TB programming.
Manages the Alliance’s input into the DFID funded Evidence for Action research programmes, including the line-management of a Senior Researcher.
Co-chairs and provides sound leadership to the Research and Evaluation Steering Committee
Co-ordinates the compilation of Alliance technical database on HIV treatment and care including programme reviews, de-briefs, reports and publications
Co-ordinates the documentation of novel aspects of Alliance programming, such as pilot projects and other technically innovative programming through case study methodologies
Promotes good practice recommendations to external organisations and sets programming standards within the Alliance
External representation and policy engagement

Promotes scientific and evidence-based good practice programming informed by Alliance’s experiences to external organisations in order to influence global programming and policy guidelines, in particular to WHO and other UN agencies, the World Bank, DFID and LSH&TM
Contributes to international technical debates and external communications opportunities. These include making presentations at conferences, convening and moderating scientific and technical meetings and conferences, holding briefings with donors and other stakeholders, participating in networks and working groups and contributing to journals and other technical publications.
Contributes technical lessons to the overall organisational communications and information initiatives. These include the Alliance newsletters, technical updates, website and reports.
Programme development and quality

Works as part of cross organisational proposal development teams to lead on the conceptualisation and writing of technical inputs into bids and proposals and advises on the design, implementation and evaluation of HIV/TB care and treatment programs
Works closely with the Field Programmes and Technical Cooperation Units to support the quality of technical support provided by Alliance Technical Support Hubs and drives forward programme quality
Knowledge sharing

Responsible for synthesising and disseminating lessons learnt, good practice and scientifically sound information and knowledge on HIV, HIV/TB, STI treatment care and support HBC & OIs
Acts as global facilitator for a community of practice on HIV care and treatment, including HIV/TB, in order to facilitate dialogue and knowledge sharing amongst practitioners in the field, in countries and sub-regions, and monitor and strengthen quality of programmes

Supports the Associate Director; Best Practice Unit to ensure that technical lessons are incorporated into the monitoring, evaluation and strategic development of the Alliance
Maintains collaborative working relationships with external stakeholders, technical partners, country offices, linking organizations and donors as well as with other Alliance departments
Undertakes other duties as required
